BBG SIMEX – BULGARIA prepares documentation on demands for financing on all programs in relation to pre-accession funds intended for adoption by Bulgarian physical and legal persons.
ISPA Instrument for Structural Policies for Pre-Accession
ISPA is one of the three financial instruments (with Phare and Sapard) to assist the candidate countries in the preparation for accession to the European Union. It is foreseen that this instrument will be used up till 2006 inclusive.
It has a budget of ? 452 million for Bulgaria and Romania in 2004. The distribution will be made on the basis of population, GDP and territory. The resources are granted for infrastructure projects in the area of environment and transportation.
The aim of ISPA is to encourage the economic and social development of the country. The size of ISPA grants covers up to 85% of the financed project value (or of the remaining value after deducting the possible income) and the host country provides the remainder.
The Phare program is a fundamental financial instrument of the European Union for cooperation with the countries from Central and Eastern Europe when assisting the transition towards market economy and democracy. Since 1994 the program has increased the funds in support of legislation, administrative structures, as well as for projects that help democratization and civil society and for infrastructure investments, including trans-border cooperation. Phare program priorities are:
Institutional building: cooperation of elaboration of structures, human resources, management skills, needed for bringing together legislation and applying of acquis communautaire (EU legislation) for a development of a democratic civil society. 30% of the program resources are provided for these tasks.
Investments for overcoming structural, sectional and regional unbalances. Assistance for government and private companies for adjusting them to the quality standards of the Community. 70% of the program resources are provided for these tasks.
Sapard Special accession program for agriculture and rural development
The aim of the program is to prepare the candidate countries for usage of the assistance of the European fund for orientation and guarantee of the agriculture. Projects for this program will be financed until 2006 inclusive.
The assistance is oriented towards agriculture and food industry modernization.
It has a budget of ? 225 million for Bulgaria and Romania in 2004. The distribution will be made on the basis of population in the field of agriculture, GDP, size of the agricultural territory and the territorial features.
The size of SAPARD grants covers up to 75% of the financed project value (50% for projects yielding income) and the host country provides the remainder.
